This assertion comes amidst ongoing tensions and conflict that have persisted for over two and a half years, resulting in Russia controlling approximately one-fifth of Ukrainian territory. The situation has raised significant concerns not only in Ukraine but also among global powers, as the implications of this conflict extend far beyond the borders of the two countries involved.

Putin articulated that without Ukraine's neutrality, the prospect of establishing good-neighborly relations between Russia and Ukraine appears bleak. He stated, "If there is no neutrality, it is difficult to imagine the existence of any good-neighborly relations between Russia and Ukraine." This statement underscores Russia's position that Ukraine's alignment with Western military alliances, particularly NATO, poses a direct threat to its national interests.

Historically, Russia has recognized Ukraine's post-Soviet borders with the expectation that Ukraine would maintain a neutral position. However, the ongoing discussions about Ukraine's potential NATO membership have complicated this understanding. Putin warned that if Ukraine does not remain neutral, it risks becoming a "tool in the wrong hands" that could be used against Russia.

Putin further elaborated on the future borders of Ukraine, stating, "The borders of Ukraine should be in accordance with the sovereign decisions of people who live in certain territories and which we call our historical territories." This statement reflects Russia's perspective on territorial claims and the importance of local sentiments in determining borders.

Despite the challenges, Ukraine remains resolute in its goal to expel all Russian forces from its territory. However, military experts, including U.S. generals, have indicated that achieving this objective would require substantial resources that Ukraine currently lacks.
