Singapore announces a 20% property tax rebate for owner-occupied homes in 2025, easing financial burdens for residents.
The government of Singapore has announced a significant initiative aimed at easing the financial burden on homeowners. In 2025, a one-time property tax rebate of up to 20% will be provided for owner-occupied residential properties. This decision, revealed by the Ministry of Finance (MOF) and the Inland Revenue Authority of Singapore (IRAS), is expected to benefit a large number of residents.
Under this new policy, all owner-occupied Housing and Development Board (HDB) flats will receive a property tax rebate of 20%. Meanwhile, owner-occupied private residential properties will be eligible for a 15% rebate, with a cap set at S$1,000 (approximately US$746). This move comes as part of a broader strategy announced during the Budget 2024 in February, which included raising the annual value (AV) bands for owner-occupied properties starting January 1, 2025.
The adjustments to the AV bands are noteworthy. The lowest AV band threshold will increase from S$8,000 to S$12,000, while the highest threshold will rise from over S$100,000 to over S$140,000. This means that homeowners can expect to pay the same or even lower property taxes at each band, provided there are no changes in their AVs and before any rebates are applied. Notably, all one- and two-room HDB flats will continue to be exempt from property tax in 2025, while other HDB flats will be taxed at a rate of 4% for the portion of the AV that exceeds S$12,000.
Property taxes are calculated based on the estimated yearly rent if a property were to be rented out. Owner-occupied homes, where the owner resides in the property, benefit from lower tax rates. Thanks to the rebates and the adjustments to the AV bands, it is anticipated that all owner-occupied HDB flats and 90% of owner-occupied private residential properties will experience a reduction in property tax in 2025. The authorities have stated, "This will help Singaporeans mitigate cost-of-living concerns."
As the year progresses, all property owners will receive their 2025 property tax bills starting in December. These bills will be distributed in batches, meaning some homeowners may receive theirs earlier than others. Notifications regarding the tax bill and payment due date will be sent via SMS or email from IRAS. Homeowners are encouraged to utilize the myTax Portal on the IRAS website for further information.
Furthermore, the authorities have advised property owners to consider applying for GIRO, which allows them to enjoy up to 12 months of interest-free installments or opt for a one-time deduction. For those facing financial difficulties, IRAS is available to assist in discussing suitable payment plans before the payment due date.

By taking advantage of these rebates and adjustments, residents can better manage their property expenses, ultimately contributing to a more stable financial future.
