In a significant move for labor relations, the IUE-CWA workers union and Akash Systems announced labor agreements in November 2023. These agreements cover both construction and production workers and include a first-in-the-industry labor neutrality agreement specifically for semiconductor production workers in West Oakland. Since the bipartisan 2022 Chips and Science Act was enacted, the Commerce Department has awarded around 20 companies approximately $36 billion in preliminary agreements. So far, the only finalized deal has gone to Polar Semiconductor, which received $123 million to expand and modernize a chip fabrication facility in Bloomington, Minnesota. Polar Semiconductor has agreed to a five-year ban on stock buybacks and a profit-sharing agreement with the government as conditions for receiving the funding.
