In a significant move aimed at enhancing international cooperation, Chinese President Xi Jinping has called for deeper collaboration between China and Africa. This initiative is part of a broader vision to modernize the Global South, a term that refers to developing countries in Africa, Latin America, Asia, and Oceania. During his keynote speech at the 2024 Summit of the Forum on China-Africa Cooperation (FOCAC), Xi emphasized that modernization should be inclusive, ensuring that no country is left behind in this journey.
Xi Jinping's address highlighted the importance of unity among the more than 2.8 billion people in China and Africa. He stated, "Let us rally the more than 2.8 billion Chinese and African people into a powerful force on our shared path toward modernization." This call to action reflects a commitment to work together to promote development and prosperity across the Global South.
Reflecting on the history of China-Africa relations, Xi noted that the establishment of FOCAC in 2000 marked a pivotal moment in their partnership. Over the past 24 years, China and Africa have worked closely, driven by principles of sincerity and mutual benefit. Xi asserted that the relationship between China and Africa is currently at its strongest point in history, a testament to the efforts made by both sides.
In his speech, Xi proposed elevating bilateral relations with African countries that have diplomatic ties with China to a strategic level. He envisions a future where China and Africa form an all-weather community with a shared future, emphasizing that modernization is a fundamental right for all nations. He stated, "China and Africa’s joint pursuit of modernization will set off a wave of modernization in the Global South." This vision aims to inspire other developing nations to pursue their own paths to modernization.
Xi also stressed the importance of equitable and just modernization. He remarked, "In promoting modernization, we should not only follow the general rules but also act in light of our national realities." This approach acknowledges the unique circumstances of each country, allowing them to explore paths that best suit their needs.
Furthermore, Xi expressed China's readiness to enhance cooperation with Africa in various sectors, including industry, agriculture, infrastructure, trade, and investment. He highlighted the significance of high-quality Belt and Road cooperation projects, which aim to foster sustainable development. He stated, "We should jointly advance modernization that puts the people first," emphasizing the need for initiatives that improve the quality of life for citizens.
In addition to economic cooperation, Xi called for joint efforts to promote eco-friendly modernization. He pledged to assist Africa in building green growth engines and improving energy accessibility. This commitment aligns with global efforts to transition to low-carbon development, showcasing a shared responsibility for environmental sustainability.
Xi's vision for the future includes implementing ten partnership actions over the next three years, covering areas such as trade, health, agriculture, and cultural exchanges. He also mentioned the potential for Africa to issue panda bonds in China, which would enhance cooperation in various fields.
