PAJCCI highlights concerns over Green Channel amendments causing delays and financial losses for importers in Pakistan.
The recent amendments to the "Green Channel" parameters have sparked significant concern among the business community in Pakistan. The "Green Channel" is a system designed to facilitate the swift clearance of import containers, allowing goods to enter the country without unnecessary delays. However, changes made without prior notice have led to severe congestion and jamming of thousands of import-bound containers, resulting in substantial financial losses for importers.
Zia-ul-Haq Sarhadi, the Senior Vice President of the Pak-Afghan Joint Chamber of Commerce and Industry (PAJCCI), has voiced his apprehensions regarding these sudden changes. He emphasized that while the decision may benefit shipping companies and terminal operators financially, it has proven to be detrimental to importers. The delays in the clearance of essential goods, including medical devices, pulses, medicines, and food items, could have serious implications for public health and safety.
According to Sarhadi, the unannounced modifications in the Risk Management System (RMS) by the Customs Department have led to a drastic reduction in the clearance rate through the Green Channel, plummeting from 47 percent to a mere 26 percent. This significant drop has resulted in delays for containers carrying vital import goods, further exacerbating the situation for businesses already struggling with the economic climate.
In the past, changes to the Green Channel parameters were communicated in advance, allowing the business community to prepare accordingly. However, the current lack of communication has left many importers in a lurch, facing unexpected penalties due to delays. Sarhadi pointed out that to mitigate such issues, an increase in staff was previously implemented to ensure timely clearance of consignments. The abandonment of these practices has led to containers being held up, causing financial strain on importers and ultimately weakening the economy.
The abrupt changes to the Green Channel parameters highlight the need for better communication and planning within the Customs Department. It is crucial for authorities to consider the broader implications of their decisions on the business community and the economy as a whole. By fostering a more transparent and cooperative environment, the government can help ensure that importers are not unduly burdened, allowing for smoother operations and a healthier economic landscape.
