Established in 1974 with the help of the Russian government during the tenure of then Prime Minister Zulfikar Ali Bhutto, the mill was once a symbol of industrial strength and provided employment to thousands of people across the country. However, due to various factors, including mismanagement and financial difficulties, the mill has struggled to maintain its operations. Recently, efforts have been made to revive this crucial asset, and significant progress is being reported.

On November 11, 2024, Sindh Chief Minister Murad Ali Shah announced that an online meeting is scheduled for next week between Pakistani experts and representatives from Russia. This meeting is expected to focus on the technical aspects of the revival project. Following this online discussion, a Russian delegation will visit the Steel Mill for further assessments. This initiative was discussed during a meeting between CM Murad and Russian Ambassador Albert Khorev at the Chief Minister's House, where both parties expressed optimism about the future of the mill.

During the meeting, CM Shah highlighted the historical significance of the Pakistan Steel Mills, stating, "The Steel Mill was a gift from Prime Minister Shaheed Zulfikar Ali Bhutto and has provided employment to people from across Pakistan." He emphasized the Pakistan Peoples Party's (PPP) strong commitment to reviving the mill, which is seen as a vital step towards restoring jobs and boosting the local economy.

Ambassador Khorev indicated that the upcoming discussions would include a representative from the Sindh Industries Department, ensuring that all technical aspects are thoroughly addressed. Both CM Murad and the ambassador agreed on the necessity of installing a modern plant to replace the outdated infrastructure, which is crucial for the mill's revival. This modernization is expected to not only restore employment for former workers but also attract potential investments in the region.

In addition to the Steel Mill discussions, the Russian ambassador expressed interest in investing in Karachi’s public transportation system, particularly through the introduction of electric buses. CM Murad has instructed Secretary Raheem Shaikh to coordinate with the Transport Department to explore this initiative further. Furthermore, Ambassador Khorev expressed a desire to establish Russian cultural centers in various cities within Sindh. CM Murad assured the ambassador that the Culture Department would work closely with the Russian Consulate in Karachi to facilitate this initiative.
