Gilani highlights the vital role of Parliament in addressing national challenges during the PIPS training course.
In recent years, the world has been grappling with significant challenges, including climate change, sustainable development, and socio-economic disparities. These issues have underscored the importance of effective governance and the critical role that parliaments play in addressing them. In Pakistan, the need for strong parliamentary leadership has never been more vital, as the nation seeks to navigate its strategic national and international interests.
During the inaugural session of the 10th Annual National Parliamentary Development Course at the Pakistan Institute for Parliamentary Services (PIPS), Chairman Senate Syed Yousaf Raza Gilani emphasized this very point. He stated that members of Parliament are not just lawmakers; they are the representatives of the people, entrusted by the Constitution with the significant responsibility of understanding and empathizing with the masses. This responsibility is particularly crucial in times of crisis, where informed decision-making can lead to positive outcomes for the country.
Gilani pointed out that parliamentary work has evolved into a specialized service that requires professional support from knowledgeable officers. He remarked, "You must take pride in the responsibility bestowed upon you to serve and provide technical assistance to the elected representatives. Your role is crucial in guiding the nation’s progress towards the well-being of its citizens, aiming for a secure, prosperous, and happy future for our coming generations." This statement highlights the interconnectedness of parliamentary staff and elected officials in fostering a better society.
Furthermore, the Chairman urged participants of the training course to fully engage with the comprehensive program designed to enhance their understanding of the Constitution, Parliamentary Rules of Procedure, and the Government Rules of Business 1973. By doing so, they can better equip themselves to support the legislative process and contribute to the development of effective policies.
Gilani also commended the PIPS administration for their efforts in empowering parliamentary officers with relevant and practical knowledge. He expressed his best wishes to the course participants, hoping they would leverage this learning opportunity to become professionals who provide quality-oriented services to parliamentary institutions.
The course has attracted a diverse group of mid-career officers from the federal parliament, provincial assemblies, and even the Legislative Assemblies of Azad Jammu and Kashmir and Gilgit Baltistan. This diversity enriches the learning experience, fostering collaboration and the exchange of ideas among participants.
The role of Parliament in Pakistan is more crucial than ever. As the country faces pressing challenges, the training and development of parliamentary officers will play a significant role in shaping effective governance. By investing in the skills and knowledge of those who support the legislative process, Pakistan can work towards a brighter future, ensuring that the voices of its citizens are heard and represented. The commitment to continuous learning and professional development is essential for building a resilient and responsive parliamentary system that can meet the needs of the nation.
