In a recent development, Sindh Chief Minister Syed Murad Ali Shah has taken a significant step by imposing a ban on the transfer, posting, and recruitment of council employees in the province. This decision, made during a meeting at the CM House attended by key officials, aims to boost efficiency and accountability within local councils.

Chief Minister Murad Ali Shah has strictly prohibited the transfer of employees from one local council to another and has called for a detailed report on all transfers and postings of council employees in the last five years within a 15-day timeframe. Moreover, a freeze on new hirings has been enforced, with a suggestion for councils to consider outsourcing basic municipal functions if faced with staff shortages.

To ensure transparency and prevent any discrepancies in salary payments, Murad Ali Shah has directed the implementation of the SAP system for local government employees' salaries. This move is intended to eliminate payments to 'ghost employees' and enhance the overall integrity of the payment system. Minister of Local Government Saeed Ghani has been entrusted with overseeing this crucial implementation.

Sindh houses a total of 1889 local bodies, including municipal corporations, district councils, and union councils. The Chief Minister's directives aim to safeguard employee salaries and streamline the operations of local councils to effectively address public concerns.

Further reforms are on the horizon, with plans to revamp the local government board to establish a transparent framework for employee transfers, postings, and promotions. Minister Saeed Ghani has been tasked with proposing a budget increase for local bodies, which may be incorporated in the upcoming financial year's budget. Additionally, the formation of the Provincial Finance Commission has been proposed by the Chief Minister to enhance financial management at the provincial level.

The recent ban on the transfer, posting, and recruitment of council employees in Sindh reflects the government's commitment to improving governance and accountability within local councils.
