This decision comes after the Lahore High Court directed the district administration to consider the PTI's request for a public gathering. The court's ruling has set the stage for what PTI leaders are calling a "do-or-die" situation, especially in light of the party's ongoing struggles to organize events across the country amid various restrictions.

The district administration has issued a no objection certificate (NOC) with 43 specific conditions that the PTI must adhere to during the rally. Among these conditions is a strict time limit, allowing the rally to take place only from 3 PM to 6 PM. Additionally, the NOC stipulates that Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur must publicly apologize for his previous remarks made during a rally in Islamabad on September 8. Furthermore, individuals currently under trial for hate speech are prohibited from participating or appearing on stage.

In a bid to maintain order, the administration has emphasized that no anti-state or anti-institution slogans should be chanted during the event. The PTI has also been instructed not to display any Afghan flags or bring in personnel from Afghanistan. The responsibility for ensuring that no proclaimed offenders attend the rally lies with the PTI, as the administration has made it clear that facilitating the arrest of any such individuals will be their duty.

As the preparations for the rally intensify, PTI leaders are engaged in negotiations with the district administration regarding the timing of the event. While the PTI is pushing for an extension of the rally's duration until 11 PM, the final decision remains pending. The Lahore deputy commissioner has yet to issue the final draft of the standard operating procedures (SOPs) for the event, which has left PTI leaders in a state of uncertainty.

In a related development, the Punjab government has devised a plan to arrest approximately 3,700 suspects linked to the May 9 unrest during the rally. Authorities have compiled data on these individuals using Safe City cameras and are employing modern technology, including artificial intelligence, to identify and apprehend them. This move underscores the tense atmosphere surrounding the upcoming rally and the government's determination to maintain order.

Despite facing numerous challenges, the PTI remains resolute in its efforts to mobilize support across the nation. The party's recent attempts to hold rallies have often been met with resistance from authorities, citing security concerns. However, the PTI successfully organized a gathering in Sangjani, Islamabad, on September 8, which was followed by a crackdown on party leaders for alleged violations of the NOC and the "Peaceful Assembly and Public Order Bill, 2024." This law came into effect just a day before the rally, further complicating the party's efforts.
