Bilawal Bhutto Zardari, the Chairman of the Pakistan People’s Party (PPP), has urged the federal government to introduce special incentives for farmers in the upcoming budget. He emphasized the importance of supporting small farmers by providing direct relief through subsidies in the agriculture sector. One of his key proposals is the introduction of a 'Kisan Card' system to offer subsidies to small farmers and landlords, with the goal of reducing Pakistan's reliance on costly annual agricultural imports exceeding Rs. 10 billion.

Highlighting the need for consistent agricultural policies, Bilawal Bhutto called for the active involvement of farmers' organizations and stakeholders in policy formulation. He declared a 10-year emergency to accelerate the development of the agricultural sector and restore confidence among wheat-growing farmers to prevent future shortages, while also demanding accountability for the wheat import scandal.
