Chinese Workers Face Security Risks in Pakistan

Collaboration between Azad Jammu and Kashmir (AJK) and Chinese partners has spurred the implementation of several hydropower projects in recent years. Chinese workers, renowned for their expertise in infrastructure development, have been instrumental in advancing these projects. Their efficient work ethic and adherence to strict timelines have expedited the progress of hydropower initiatives in AJK, leading to enhanced energy availability and reduced reliance on imported fuels.

Despite the benefits of this partnership, Chinese workers in Pakistan face significant security risks. The threat of terrorism and insurgency poses a constant danger, especially targeting projects linked to China's Belt and Road Initiative (BRI) and the China-Pakistan Economic Corridor (CPEC). Kidnapping for ransom is another security concern, with criminal groups viewing foreign nationals, including Chinese workers, as lucrative targets.

Moreover, ethnic and sectarian tensions in Pakistan add complexity to the security challenges faced by Chinese workers. Instances of violence, such as the 2021 attack in Dasu that claimed nine Chinese lives, highlight the dangers present in the region. These security threats not only endanger the lives of Chinese workers but also cast doubts on the sustainability of development projects in Pakistan.

In response to these challenges, the government of Azad Kashmir has implemented stringent security measures to protect Chinese workers involved in key projects. The deployment of Frontier Constabulary aims to ensure the safety of facilities and personnel working on projects like the Neelum Jhelum Power House, Mangla Power House, and Gulpur Power House. These measures are essential to safeguard the well-being of Chinese workers and maintain the momentum of development initiatives.

The collaboration between AJK and Chinese partners in hydropower projects signifies a significant step towards sustainable development. However, the security risks faced by Chinese workers in Pakistan underscore the importance of prioritizing safety measures.
