Prime Minister Shehbaz Sharif has raised concerns over the Khyber Pakhtunkhwa (K-P) government's inability to set up a Counter Terrorism Department (CTD) despite receiving a substantial amount of Rs590 billion in the last 14 years. This allocation was initially approved in 2010 by the then-Prime Minister Syed Yousuf Raza Gilani during a period of heightened terrorism activities, with K-P bearing the brunt of these attacks.

The establishment of a dedicated CTD was deemed crucial to combat the rising threat of terrorism in the region. However, the delay in implementing this department has drawn criticism from Prime Minister Shehbaz Sharif, who emphasized the urgent need for effective counter-terrorism measures in K-P.
