The Building Control Department in the capital city is set to implement changes in its fee structure and contract award processes to address financial challenges and promote transparency.

The Building Control Department in the capital city is gearing up to implement a significant change in its fee structure starting July 1. This decision follows recent reports of financial setbacks related to the awarding of contracts for signboards. To address this issue, the Capital Development Authority (CDA) chairman has mandated that all signboard contracts must now go through an open bidding process to ensure transparency. Additionally, a special committee will be established to oversee this new procedure.

During a recent meeting led by CDA chief Muhammad Ali Randhawa, the financial performance of the Building Control Directorate for the upcoming fiscal year 2023-24 was thoroughly evaluated. As a result, it was decided that fees for various building control services will be increased effective July 1, 2024. These fee adjustments will encompass scrutiny fees, penalties for unauthorized constructions, setbacks, as well as charges for changes in land use and floor area ratio (FAR).

It was highlighted during the meeting that these fees have remained unchanged since 2017. The revised fee structure will also be applicable to modifications in land use within specific zones. To enhance the revenue generation of the authority, several initiatives are being introduced, including the implementation of 3D digital mapping in Islamabad.

Following an investigation by the Federal Investigation Agency (FIA) into the allocation of signboard contracts, which resulted in financial losses, Randhawa has emphasized the need for all processes to be conducted through transparent open bidding to attract more bids and bring financial benefits to the institution. A dedicated committee will be put in place to ensure the transparency of all future contracts.

The upcoming changes in the fee structure of the Building Control Department aim to address financial challenges and promote transparency in contract awards. By implementing open bidding processes and enhancing revenue-generating initiatives, the department is taking proactive steps to ensure efficient operations and financial sustainability.
