The Capital Development Authority in Islamabad shifts strategy for the Kuri Enclave project, opting for direct contracting with a government-owned housing entity. Renowned developers express interest in the largest housing scheme by CDA, pending final approval.

The Capital Development Authority (CDA) in Islamabad has made a significant decision regarding the development of the Kuri Enclave project. Originally planning to choose a developer through a competitive process, the CDA is now considering direct contracting with a government-owned housing entity. This shift in strategy has caught the attention of various renowned developers, such as Defense Housing Authority, Bahria Town, Park View, ZM/Faisal Hills, New City Paradise, and AKD Group.

The Kuri Enclave project, covering an extensive area of 10,000 kanals, is poised to become the largest housing scheme ever undertaken by the CDA. Typically, CDA sectors span 8,000 kanals, making this project a significant endeavor. The primary goal of the project is to establish a modern residential and commercial complex equipped with a range of amenities. The selected developer will be tasked with executing the project within the specified timeline and budget, with all initial expenses to be covered by them. Despite being a joint venture, the ownership of the land will remain with the CDA.

The decision to opt for direct contracting has sparked some concerns and criticisms due to its departure from the usual practice of open competition. However, the CDA has dismissed speculations of favoritism towards any specific developer, asserting that all procedures are being strictly adhered to in accordance with regulations. The project is currently pending final approval from the board and the federal government before its official launch.

The CDA's shift towards direct contracting for the Kuri Enclave project marks a significant change in approach. While concerns have been raised, the authority maintains that transparency and compliance with regulations are top priorities. As the project awaits final approvals, stakeholders eagerly anticipate the commencement of this ambitious housing scheme.
