The underlying problem stems from NEPRA's inefficiencies, which have not effectively tackled the root issues leading to financial deficits. The failure to collect Rs1.3 trillion in unpaid dues from consistent defaulters has necessitated the tariff increase, unfairly burdening compliant consumers.
