The higher education sector in Pakistan, especially in Khyber Pakhtunkhwa, is facing financial crises and governance challenges. Dr. Mukhtar Ahmed is leading efforts to reform the sector by emphasizing the importance of provincial contributions and the establishment of provincial Higher Education Commissions.

Pakistan's higher education sector, particularly in Khyber Pakhtunkhwa, is currently grappling with significant financial and governance hurdles. The recent decision by the government to halt annual grants to provincial universities has raised concerns among academia. Despite assurances of releasing the promised Rs65 billion grant, uncertainty looms over the sector. The Higher Education Commission (HEC) has traditionally provided annual grants to universities in Pakistan, but funding has been dwindling over time.

Comparatively, neighboring countries like India and Bangladesh allocate more funds towards higher education than Pakistan. The devaluation of the rupee has added to the financial strain on Pakistani universities. The migration of students from universities to colleges with lower fees has further strained university finances. This financial crisis has resulted in staff shortages, delayed salaries, and even the closure of departments in some universities.

Many universities are currently facing leadership vacancies, with a considerable number being managed by acting vice-chancellors. Reports of political interference and corruption in the appointment of vice-chancellors have exacerbated governance challenges. The absence of permanent leadership has particularly impacted universities in Balochistan and Khyber Pakhtunkhwa.

The establishment of provincial Higher Education Commissions is deemed essential to tackle financial issues and governance challenges. Dr. Mukhtar Ahmed, the HEC Chairman, has stressed the importance of provinces contributing to university finances. He highlighted Sindh's contribution of over Rs30 billion to its universities as a positive model. Dr. Mukhtar Ahmed is actively collaborating with KP authorities to explore sustainable solutions for university funding.

The higher education sector in Pakistan urgently requires attention from both federal and provincial governments. Initiatives such as establishing provincial HECs, boosting funding, and curbing political interference are crucial steps to rejuvenate the higher education system. Ensuring consistent financial support and effective governance will not only benefit universities but also foster the nation's development.
